The municipality of Lomas de Zamora (616,279 inhabitants in 2010, therefore the 2nd most populous municipality in the province; 8,900 ha) is located just south of Buenos Aires City.
Lomas de Zamora (lit., Zamora's Hills) is named for Captain Juan de Zamora, who acquired in 1736 the territory subsequently incorporated as the district of Lomas de Zamora. The first settlers of the area were mostly of Basque origin, the Basque community in Lomas de Zamora being today one of the most numerous in the Americas. The Basques were joined in the early years of the 20th century by Jewish emigrants, mostly from Russia and Poland, and, subsequently, by Italian and Spanish emigrants.
The municipality of Lomas de Zamora was established on 10 September 1861.
The Lomas de Zamora Cathedral, dedicated to Our Lady of Peace, was consecrated on 22 January 1865. The cathedral was proclaimed a minor basilica by Pope Paul VI in 1965.

The flag of Lomas de Zamora is horizontally divided red-blue, the two filed being separated by a thin golden yellow stripe. In the middle of the flag is placed an emblem - different from the municipal coat of arms.
The flag was selected in a public contest prescribed by Ordinance No. 13,456. The winning design, submitted by Laila Castillo, Camila Ciccone and Carolina Gaja, alumni of Instituto "Pbro. Antonio Sáenz", was presented on 9 July 2011 (Independence Day) and officially unveiled on 10 September 2011 (150th anniversary of the foundation of the town).
Red represents life, the central fire that powers the worlds, love, self-control, audacity, valour, federalism, courage and strength. Blue represents intelligence, feeling, beauty, greatness, nobleness and spiritual abundance.
The emblem is surrounded by two branches of elm, symbolizing the legacy of the different ethnic groups, and, especially the establishment of the Santa Calina agricultural colony, the first in Buenos Aires and in the country. The first colonists planted an elm wood, which was the first wood planted in the country, eventually adopted as its symbols by the Lomas de Zamora National University. The seven elm leaves represent the seven settlements forming the municipality (Lomas de Zamora, Banfield, Temperley, Turdera, Llavallol, Villa Fiorito and Ingeniero Budge). The leaf placed in the lower part of the wreath represents Lomas de Zamora, the capital of the municipality.
The lower part of the emblem pictures Lomas de Zamora's topography, as part of the hilly pampas, recalling the origin of the town's name ("loma" means "a hill" in South American Spanish). Over the hills are placed the white sheets of an open book, symbolizing the importance of cultural development and the numerous educational institutes located in Lomas de Zamora. The sheets form dove flying over the hills and symbolizing peace and the original name of the municipality (Pueblo de la Paz, lit., "Peace Village").
The upper part of the emblem shows a blue sky and a yellow rising sun, symbolizing the birth of Argentina and the belonging of the town to it.
Green represents the natural environment, abundance and fertility, as well as hope and liberty. Sky blue represents liberty and justice, being also a colour of the national flag and of the coat of arms of Lomas de Zamora. The golden fimbriation mean that all the aspects of reality are lit by the sun and by God. Golden yellow also means wisdom, faith, Christian virtues, constancy and commitment.

Camila Florencia De Luca, Melany Gracia, Camila Obregón, Damián Ávalos, and Santiago Pinto Florenciañez, from 3rd year class of Instituto Secundario "Nuestra Señora De Luján" designed one proposal, under the guidance of Ana María Sánchez.
The silhouette holding a bow recalls the native peoples, as a means not to forget the historical and socio-cultural races. The red arrow shown on the top of the clock-tower of the town hall, the iconic building of the municipality, has the same meaning. The two elements are represented in red, the colour of life, as well as courage and strength shown by the early colonists; red is also the colour of federalism and blood shed in the Battle of La Matanza (1580). The half cart's wheel represents the early means of transportation used after the establishment of the first shops in the village. The yellow sun represents the commitment of people to conquer a space able to give a proper identity to the inhabitants. It is a symbol of wisdom, faith and constancy of the power, as an icon of the integrit and incorruptibility of the governing bodies to the benefit of all. The Town Hall is represented with black linings, an ultimate colour that means re-birth after death. The white background represents prudence and hope, peace, integrity and felicity. The green background represents permanent renovation, re-birth from liberty, hope, public-spiritedness and honour to belong to this municipality.
