The City of Buenos Aires, since 1996, is divided into 15 communes. These entities has no special names, but are numbered, from Comuna 1 to Comuna 15.
Comuna 4 includes the barrios Villa Ortúzar, Chacarita, Villa Crespo, La Paternal, Agronomia and Parque Chas.

Barrio Agronomia was created in 1904.
NEIGHBORHOOD EMBLEM : its
author is Damian Rodrigo Gardiol who was the winner of the contest held at CGPC
Nº 15 on Tuesday March 29, 2011.
Meaning and documentation of the emblem:
The
shield is represented by a large Tree, symbol of life, the Agronomia parks and
the Earth element appear. This Tree has the particularity of symbolizing with
its branches two large lungs, suggesting the importance of this green space in
the city. Its base is made up of a Meteorological Central Tower, alluding to the
National Meteorological Center located in the neighborhood, which provides
climate data and meteorological forecasts of great importance for the city. A
large initial letter "A" of AGRONOMIA is inscribed in this tower. The trunk of
the Tree is formed by a water tower, symbolizing the same one that is in the
Rawson neighborhood, being one of the oldest constructions in the place,
inaugurated in 1934 composed of 9 buildings of ground floor. and 3 high floors
and 104 individual houses, the neighborhood where the famous writer Julio Cortazar
lived. Inside this we find an ear of wheat symbolizing the Faculty of Agronomy.
At the top of the Tree appears the head of a cow representing the Veterinary
Faculty. Crowning the figure the Sun appears next to the astrological symbol of
Libra in reference to September 25, a date established as the day of the
neighborhood which contains a train track representing the Urquiza railway that
crosses the neighborhood.
The Yellow and Black colors represent the mail
internationally, taking into account that a large part of these lands were ceded
to mail employees, a property in which the Communications Club of great
sporting, social and cultural importance is located. These colors also identify
the "Communications", "El Talar" and "Moran" clubs.
Sun: Represents the Fire
element, it appears next to the Astrological symbol of Libra, since it is under
this constellation at the time of its founding date (September 25, 1904)
Libra Symbol: Represents the Air element. It identifies the neighborhood for its
extensive green space, this being one of the great lungs of the city providing
harmony and environmental balance.
Cow and ear of wheat: These symbols
represent the Faculty of Veterinary Medicine and Agronomy, which is one of the
most important in the country.
Water tower: Tower that identifies the Rawson
neighborhood and the oldest buildings in the place. It was originally the main
water supply for the area. Contains the element Water.
Meteorological tower:
This symbol represents the National Meteorological Service near the Agronomy
parks
Railroad: It appears crossing the shield in reference to the railroad
that crosses the neighborhood.

I didn't find any flag for barrio Agronomia. There is no Historical Board for this barrio.
