San Luis Municipality

The Municipal Council of the town of San Luis, capital of the province of the same name, initiated in 2020 a public contest to adopt the town's flag. The winner was expected to be proclaimed on 23 October 2020, which had to be postponed for different reasons.

On 19 January 2021, the contest's jury selected three finalists among the submitted proposals. Citizens of San Luis were invited to vote for their preferred design on a Facebook page (no longer available), which presented the three proposals and their description.

Proposal No.1, submitted by María Eugenia Bustos y Anello, teacher in visual arts, was proclaimed winner on 9 March 2021.
The designer's description is: "I searched for the design of a flag representative of the town of San Luis an icon with historical significance. For the composition, I used the public clock located on the crossing of Arturo Illía, San Martín and Junín Streets, which was erected [in 1932] during the mandate of Rómulo Foncueva as the town's mayor.
The design intends to represent the natural environment as a protagonist taking into account town's elements such as the emblematic clock. I used this clock as the flag's center, looking like a bright yellow sun (one of the symbols featured on the provincial symbol), whose rays cross the visual field generating a diagonal that divides the field into two parts representing the mountains and the sky. For the sky, I used the classical shade from the provincial shield. The clock's "needles" are represented like a bird to enhance the idea of the sky also emphasized by the black color of the "needles" that look like a bird. Also featured as graphical elements are the mountains that are visible from most part of the town. They are featured in the diagonal's lower side, emphasizing the significance of this geographical feature. The color used to represent the mountains is green, in connection with the mountain's vegetation.
The drawing style uses modern lines with simplified shapes, resulting in a smooth, modern and minimalist design. The used colors generate a strong visual impact. To correctly work on a non-static support, such as a flying flag, the design requires simplicity and impact at first sight."

The designer hopes that her proposal will be adopted by the Municipal Council, which stated that the contest was not binding.

Proposal No. 2 was submitted by Sonia Gladis Chica, who provided the following explanation: "As a symbol, a white line, the sky and the land. In color psychology, white means purity, perfection, peace and unity. This refers to "A calm town and good friends". The upper part features the silhouette of the central attic of the José La Vía Cultural Center, which is decorated with black wrought iron. Psychologically, black means final, as it was: final abandon and cultural rebirth. Surrounding the attic, a resplendent sun supplying light, yellow for positivism and optimism. The lower part id green, recalling forestation and gardening of places and streets, healthy life, fertility and abundance. On the green part is place a cog wheel representing power, growth and courage. Gray means truth and power.

Proposal No. 3 was submitted by María Alejandra Etcheverry, who provided the following explanation: "The central emblem is composed of a fleur-de-lis referring to King St. Louis of France, patron saint of the town's founder and of the town, also the town's namesake. It is represented in dark blue, symbolizing truth and development of culture and arts. It is placed on a white disk referring to the background of the provincial flag, also representing peace, harmony, clarity and unity. The disk refers to the union and community that forms the town. The disk is surrounded by a yellow rising sun, referring to a culture that thrives and follows its way, and also to energy and development. It is directly connected with the cog wheel that surrounds the disc's lower part, representing industrial and technological development, social organizations, work and business. The cog wheel is red, a color representing everyone's forces united towards a common goal.
The flag's background is divided into two panels. The lower has the mountain's color, beige, symbolizing the land and our roots, as well as the native cultures. The white line that marks the horizon refers to the town's power and development, also representing energy, lucidity and growth. The upper panel symbolizes the sky proper of our land: a limpid and stainless sky, celestial blue like the sky of the Argentine flag, to which it refers and part of which it is. Blue is a symbol of liberty, loyalty and truth.
