The arms shown in the base is almost precisely the same as that of Neumarkt-Sankt Veit in Mühldorf county, Bavaria, Germany:

(except that the beast in the arms of Zwettl is crowned). Any connection?

As far as I see, no clear connection. The panther in the arms of Zwettl was the arms of the Starhemberg family,
whereas the Neumarkt-St. Veit arms is derived from arms of the counts of Kraiburg-Ortenburg (belonging to the Spanheim
family).
