Description

The flag of Australia's Northern Territory Police follows the design of the territory flag, replacing only the floral emblem with the police badge featuring a kangaroo at the centre, the St Edward's crown, laurel wreath and two Sturt's Desert Roses, a blue title-scroll bearing the text "Northern Territory Police" in white, and a yellow motto-scroll bearing the text "To Serve and Protect" in blue. References and sources include the Northern Territory Police service magazine, in particular The Drum, September 2006 issue available online. Page 24 of the issue mentions that the flag is new, adopted in September 2006.
Herman FMY, 24 February 2007

The new NT Police flag was first used at the National Police Remembrance Day service held at St Mary's Cathedral in Darwin, NT on 25 September 2006, before being taken to Canberra for the 29 September dedication of the National Police Memorial, thus (probably) making that the official date of adoption of the flag.

The actual flag used in the ceremony, the first new flag produced, is now part of the collection of the Northern Territory Police Museum and Historical Society and is due to be framed and placed on display. NT Police Fire and Emergency Services (NTPFES) claims that it is the only one of the police flags used at the ceremony to be so preserved.

In the pdf, on what would be the front cover of the September 2006 edition of Drum, is a photograph of a police officer in dress uniform, holding the new NT Police flag. The caption appears on page 2, but my copy is corrupted in respect of the fonts on page 2 and I can't actually read it. However and somewhat curiously, the front page photograph shows the reverse side of the flag, where it can clearly be seen that the kangaroo in the NT Police emblem has been turned around, so that he is facing to the right, ie the hoist of the flag. Thus, the reverse of the flag is different from the obverse. This is also borne out by other contemporaneous sources. As can be seen on the police officer's cap badge and elsewhere, the kangaroo usually faces to the left.

Parade flag

From photos of the National Police Memorial ceremony, the Northern Territory Police parade flag is no different in design from the flag hoisted on the pole, with the exception of the additional black cords and tassels.

Lance pennon

Having looked at the National Police Memorial photos website, I can now summarize the patterns of lance pennons used by mounted police in each Australian state and territory:
Northern Territory: brown above black, with a white border (1/12 the entire pennon width) on top, bottom and fly sides. Proportions 1:2; swallowtail 1/4 the pennon length; fly width 1/2 the hoist width.

The Northern Territory Police adopted their first flag in 1989, although they have records showing that consideration was given to a range of proposals since 1975.

The first flag was comprised of a vertical bicolour, that is a flag divided down its centre, with a dark blue panel nearest the hoist and a sky blue panel nearest the fly. Superimposed in the middle of the flag was a large silver coloured Northern Territory Police emblem, as worn on the cap badge. The word "POLICE" in block letters in the middle of the emblem is outlined in black, however. Some sources show the flag without a fringe and others show it with a Sillitoe tartan fringe, that is black and white checked.
