Municipality

The municipality of Belmonte (2,635 inhabitants in 2010; 9,361 ha) is located on the border with Argentina, 670 km west of Florianópolis.

Belmonte, then part of Descanso, was settled in 1945 by Polish colonists coming from Rio Grande do Sul. The place was named to Belmonte ("Beautiful Mount") by Aurélio Canzi, the parish priest of São Muguel de Oeste. The families of Estanislau Niewinski, Félix Wronski, Francisco Gawski, José Piaseski, Félix Niewinski and Júlio Wronski were recorded as the first inhabitants in 1947.
Belmonte was elevated to the 1st district of Descanso by State Law No. 956 promulgated on 17 May 1964. The municipality of Belmonte was established by State Law No. 8,527 promulgated on 9 January 1992, and inaugurated on 1 January 1993.

Description of the Flag

The flag and arms of Belmonte are prescribed by Municipal Law No. 43 promulgated on 23 March 1993.

Article 1.
The coat of arms of the municipality of Belmonte, compliant with the basic principles of international heraldry, is described in a memoir presented in Appendix I, which is part of this Law.

Article 2.
The flag of the municipality of Belmonte has for colors celestial blue, red and light green, and is charged in the center with a white lozenge inscribing the coat of arms, as represented in Appendix II, which is part of this Law.

Appendix I.
Municipal coat of arms.

The municipal coat of arms of Belmonte is based on the Portuguese origin of heraldry used in most coats of arms of Brazilian municipalities.
The colors technically obey the codification rules of usual heraldry: blue, green, yellow and red.
All the colors have symbolic meanings, which are:
- Blue represents the sky and the rivers, with their water;
- Green represents fields and hope;
- Yellow represents wealth;
- Red represents fire and industry.

The symbols used in the coat of arms of Belmonte are rooted in the history and life of the municipality and its inhabitants.
- The crown is a symbol of nobleness, highlighting the elevation from district to municipality;
- Maize, soybean and wheat are the municipality's main crops;
- The pig represents pig breeding, one of the municipality's sources of income;
- The hen represents poultry breeding;
- The bovine represents cattle-breeding, a source of income for the municipality;
- The wood represents the natural environment and forests existing in the municipality;
- The relief represents the mountains that are the municipality's mainsake, as "belos mountains" [beautiful mountains];
- The three-towered crown represents the three powers: Executive, Legislative and Judiciary, represented in the municipality.

Appendix II.
Municipal flag.

I.1 - Descriptive memoir.
This memoir briefly describes the colors and dimensions of the municipal flag of Belmonte.
As a universal rule, the flag shall be 14 units in width (vertical dimension) and 20 units in length (horizontal dimension).
The municipal flag is horizontally divided; in the upper part a celestial blue stripe of 4.5 units in width on 20 units in length, in the lower part, a green stripe of 4.5 units in width on 20 units in length, and in the center, a red stripe of 5 units in width on 20 units in length, charged in the center with a regular, white lozenge of 5 units in width inscribing the coat of arms of the municipality.
In the lozenge's width, the (vertical) points are omitted, being cut when reaching 5 units. In length (horizontal dimensions), the lozenge's white points are distant of 0.13 unit.

I.2 - Heraldic description.
Blue represents the sky, beauty and subtlety, and rivers with their water.
Green represents the fields and hope.
Red represents fire and industry.
White represents purity and honors.
