This is a ~3:4 vertical triband of green, white and red, with a narriow
horizontal white strip throughout, thus forming a sort of white cross and
dividing the field into four squares--green in the upper hoist and lower hoist, red in
the upper fly and lower fly. In the center, the town arms: vert a flying torch or
lit gules and winged argent between two rail cross-sections argent in chief and two
cogwheels or in
base. Two black sledgehammers palewise as supporters, and on a green
scroll the motto Osasco cidade trabalho (meaning "Osasco, city [of]
labor") in golden capitals. The original flag image at the site has a
greyish shade of green, both on the coat of arms and on the hoist stripe, but the
detailed coat of arms image shows normal green. I used this one to make the image.

From this site, law no. 874 of 17 October 1969, instituting the coat of arms and flag of the municipality:
Art 4. - There is hereby instituted the flag of the municipality of Osasco, in compliance with Municipal Law no. 643 of 16 July 1667 [sic, read 1967].Dov Gutterman, 17 June 2001
Sole paragraph: The flag of the Municipality of Osasco, designed by the heraldist Arcinoe Peixoto de Faria, is described heraldically thus, conforming to the justification and symbolism annexed to the present law: "Quartered per cross, the quarters being the green rectangles at the hoist and the red ones at the fly, separated at the center by a wide white stripe charged on the center with the municipal coat of arms, from which run the narrow lateral stripes dividing the quarters."
