The municipality of Presidente Bernardes (13,544 inhabitants in 2010; 75,374 ha) is located in the hinterland of the Paranapanema Valley, 580 km of São Paulo. The municipality is made of the districts of Presidente Bernardes (capital), Araxás and Nova Pátria.

Presidente Bernardes was originally known as Guaruacaia. On 1 November 1919, the Sorocabana Railway Company inaugurated the Presidente Bernardes railway station, whose name was subsequently given to the town planned in 1920 by Colonel José Soares Marcondes. The district of Presidente Bernardes was established by State Law No. 2,084 of 15 December 1925, as part of the municipality of Presidente Prudente. The municipality of Presidente Bernardes was established by Decree-Law No. 6,914 of 23 January 1935 and inaugurated on 14 February 1935. The municipality is named for Artur da Silva Bernardes (1875-1955), President of Minas Gerais (1919-1922) and 12th President of Brazil (1922-1926).

The symbols of Presidente Bernardes are prescribed in Article 2 of the Municipal Constitution, as "the flag, the coat of arms and the anthem representative of its culture and history."

The flag is green, quartered by a thin white-blue-white cross and saltire. In the middle of the flag is placed a white rectangle charged with the municipal coat of arms.

The coat of arms is "Argent a tree vert eradicated issuant from a fess wavy azure charged with three fish or in base a horn sable. The shield surmounted by an eight-towered mural crown argent ports sable ensigned with the writing 'PRESIDENTE BERNARDES' of the same. The shield supported dexter by a plant of groundnut and sinister by a plant of cotton the two fructed proper. Below the shield a scroll azure inscribed with the motto 'POR SãO PAULO PELO BRASIL' surrounded by the years '1919' and '1935' all argent."

The Samnitic shield, the first style of shield introduced in Portugal from France, evokes the Latin race as the colonizer and the main builder of the Brazilian nationality. The eight-towered mural crown represents a second-rank town, seat of a "comarca". Argent is a symbol of friendship, equity, justice, innocence, purity, commitment and peace. The tree recalls the early name of the place, Guaruacaia, which emerged under a big guaruacaia tree*. The tree is a symbol of concord since all its branches unite in a single trunk. Vert (green) is a symbol of victory, honor, courtesy, civility and abundance. It is also the colour of hope, alluding to the greening fields in spring, promising profuse harvests. The fess wavy azure (blue) charged with fish or symbolizes Rio do Peixe (Fish River). The horn represents cattle-breeding, one of the sources of income for the municipality. Groundnut and cotton are the main crops supplied by the generous and fertile soil. The motto means "For São Paulo, Through Brazil". The dates are those of the foundation and municipal emancipation of the town, respectively.

*guaruacaia is the local name of Parapiptadenia rigida (Benth.) Brenan, a tree from family Fabaceae, native from Argentina, Brazil, Paraguay and Uruguay.
