Following the separation of the posts of Governor-General (of South Africa) and the High Commissioner in 1931, both posts had distinctive flags of their own.
The High Commissioner flew a British Union Flag charged in the centre, on a white roundel, with the letters H.C. in black, ensigned of the Imperial State Crown proper, within a garland of green laurel.

The High Commissioner for these territories was based in South Africa, was represented by Resident Commissioners in each of the High Commission territories. Of these only the Resident Commissioner for Basutoland was to have a personal flag as this was a Crown Colony. The other two territories were British Protectorates and their inhabitants thus merely "protected persons".

No mention is made of distinctive badges or ensigns for Swaziland or the Bechuanaland Protectorate. Basutoland on the other hand, did have a colonial badge adopted in 1951 which was used on the flag of the Resident Commissioner.

The flag of the High Commissioner fell into abeyance following the independence of Swaziland in 1968.
