I recreated the flag based on the description above.

A user on Instagram with
the NS_flag username sent me pictures of a flag he saw in Liverpool outside the
Region of Queens office, of what I think is their old logo (on white) because
they are branded as the Queens Coast (QC symbol) now. The other pic is the logo
itself, which I had seen before.
This contradicts what the Region said on
their Instagram when I asked about their flag last year, saying it contained
their coat of arms. I don't see a date stamp on the picture.

Pictures from around Queens County, for example of their lighthouses, might
be dated, but they show the Q flag rather than the one with the arms.
