A newspaper article of when the flag was adopted (no longer available online) records:
Orillia's official flag will be raised for the first time at a special ceremony in front of the city administration building at 11 a.m. next Thursday, Aug. 2. After being consecrated by Rev. Ken Barker of St. Paul's United Church, the flag will be turned over by the Orillia flag committee to Mayor Pat McIsaac and Co;. Fred Nichols who will raise it on the city flag standard. The flag-raising will be accompanied by a fanfare of trumpets under the direction of John Coull. In the Waymarking page, it is recorded:
The flag was designed by Don Tunstall and his son, Robbie and was chosen from numerous entries in a flag-design contest. The Tunstalls won a $500 cash award for their design. The Orillia Bicentennial Committee supported the cause with a donation of $500 to pay for the actual flags and advertising. The green base at top and bottom of the flag represents the flora of Orillia. The wavy lines on each side represent the lakes and the snow and the different rays of the sun represent winter and summer.
Orillia is known as The Sunshine City, taking the moniker from the Sunshine Sketches by Stephen Leacock.
The Register of Arms, Flags and Badges of Canada records that the grant of arms, supporters and flag were granted on 27 September 1999.

from the city of Orillia:
Nestled between Lakes Couchiching and Simcoe, just 70 minutes north of Toronto, Orillia is a happy convergence of natural beauty, big city amenities and high tech opportunities.
Lifestyle is the number one reason many newcomers choose to locate here. Besides the outdoor recreational opportunities, Orillia plays host to professional and community theatre productions, concerts, and meetings at the 106 year old Orillia Opera House. The City also has a highly developed and co-operative tourism industry, skilled at packaging accommodation and attractions for the group and family markets. Fine dining opportunities abound and our re-vitalized downtown offers something for every shopper. The Stephen Leacock National Historic Site is just minutes away and the Port of Orillia offers one of the finest docking facilities on the Trent Severn System.
For the businessperson, Orillia offers a large pool of skilled management and labour, fostered by the presence of the Georgian College Campus in town. Development property is relatively inexpensive and the City owned water light and power company has been able to offer substantial rebates to it's industrial customers for the last three years. Orillia Power Generation Corporation has also wired the City with fiber-optic cable, making our city a welcoming environment for call centres, data distribution and internet companies engaged in e-commerce.
