Divided per saltire, green above and below, wavy blue and white stripes to hoist and fly; over all a large multi-rayed yellow sun.

A newspaper article of when the flag was adopted (no longer available online) records:

Orillia's official flag will be raised for the first time at a special ceremony in front of the city administration building at 11 a.m. next Thursday, Aug. 2. After being consecrated by Rev. Ken Barker of St. Paul's United Church, the flag will be turned over by the Orillia flag committee to Mayor Pat McIsaac and Co;. Fred Nichols who will raise it on the city flag standard. The flag-raising will be accompanied by a fanfare of trumpets under the direction of John Coull.
   The flag was designed by Don Tunstall and his son, Robbie and was chosen from numerous entries in a flag-design contest. The Tunstalls won a $500 cash award for their design. The Orillia Bicentennial Committee supported the cause with a donation of $500 to pay for the actual flags and advertising. The green base at top and bottom of the flag represents the flora of Orillia. The wavy lines on each side represent the lakes and the snow and the different rays of the sun represent winter and summer.

Orillia is known as The Sunshine City, taking the moniker from the Sunshine Sketches by Stephen Leacock.

The Register of Arms, Flags and Badges of Canada records that the grant of arms, supporters and flag were granted on 27 September 1999.
