This former county-level entity was formed of the municipalities that
merged in 2002 to form the new city of Québec. The two cubes represent the
importance and solidity of the links that bind the member municipalities to
attain their goals. The space inside the cubes illustrates open-mindedness and
the desire to work with all towards the socio-economic development of the
region and the well-being of its population. The white arrow-like borders
underscore the dynamic character of the administrators, while the darker parts
evoke the services given by the CUQ. Green stands for the preoccupations of
the CUQ for environment, green spaces and the ordered and rational management
of the territory. The perspective created by the whole illustrates the size of
the present and future responsibilities of the CUQ. Donald Gauthier first
described this flag to me with the only difference that it had capital
letters. This is how I saw it flying in Quebec City.
