I have never seen the flag, but these arms have been up on the Mad Alchemist's webpage for several years now. The arms were granted by the Canadian Heraldic Authority on Sept 16 1998.
Arms explanation in English
The rock is the famous pierced rock off the coast of this city, which was
also featured on one of the quarters minted to celebrate the 125th anniversary
of Confederation. The cod, of course, the fishing industry of the area, while
the trilobite is a fossil found in the area (I believe this particular kind of
trilobite is found only in the area of Perce). Not shown is the crest (a
fishing boat arising from a mural crown) and supporters (two gannets).
