This is the logo/flag of the Société historique et généalogique de Trois-Pistoles (Trois-Pistoles Historical and Genealogical Society).
I don't know whether they fly it as a flag, but they do print it as a logo.
The white cross seems to be a compromise between the wider cross of the fleur-de-lis and the narrower cross of the Ikurriña. The fleur-de-lis are bigger than on the fleur-de-lis and the Basque colors (red and green) appear to be darker.
The motivation behind the flag/logo is pretty straightforward:
Trois-Pistoles is the seat and largest city of the MRC (county) called Les
Basques in the 01 Bas-Saint-Laurent
administrative region of Quebec. The MRC name comes
from l'Ile aux Basques, an island named after the Basque fishermen who used it
for whale-hunting between 1580 and 1630.
