Overview

Oicatá is a municipality in the Colombian Department of Boyacá, part of the the subregion of the Central Boyacá Province. It was founded on 9 May 1539.
The flag of Oicatá is horizontally divided yellow-white.

Translated from municipal web site:
"The flag is made of the colours ochre yellow and white, with a sun, meaning:
- ochre yellow: the mixture of the Chibcha and Spanish bloods;
- white: peace thatwe want to spread to Colombia and the whole world;
- the 'Sué' or 'Solúbicado' in canton, made of eight decorative rays."
Therefore the image does not completely match the description: an eight-ray sun should be added in canton.
The municipal coat of arms is flanked, dexter, by the municipal flag. The upper stripe is ochre yellow and not plain yellow (compare with the national flag, flanking the shield, sinister). There is no sun shown, unless hiden by the scroll of the arms.
The "Sué" is shown surmonting the shield, defined as the "sun of the temple, painted by a native earlier than 1608".
Chibchan is a language spoken by the Muisca people. Xué (a.k.a Sue) was their Sun-god, venerated in Suamox (City of the Sun), today Sogamoso. See: wikipedia.
The village is named after the Muisca cacique (chief) Oicatá.
