According to <cybernautas.com>, Chia flag is Red over Green, and there is the Ratio and info as follows:
"Rectangular, dividida en dos franjas horizontales iguales: la superior, de color amarillo oro, y la inferior, de color verde. El amarillo oro simboliza la riqueza de nuestra tierra, la luna llena símbolo sagrado de la raza chibcha que dio origen a nuestros valores e identidad cultural. La franja verde simboliza la esperanza de un pueblo que ante todo crece y defiende su identidad y la vida que en esta tierra florece.
Las dimensiones de la bandera están regidas por las normas heráldicas, a saber: relación 12,7 o relación 2,1 largo ancho. Las banderas institucionales llevarán incrustado en el centro el escudo."
