1910 Flags

In 1910 new departments were created: Valle de Cauca (separated from Cauca), Atlantico (reborn), and Norte de Santander (seperated from Santander). This is 15 departments flags (including a star for Panama since its independence was not recognizet yet).

1914 Flags

Panama independence was recognize 1914 and the there were 14 stars. Text of law that says that 15 departements existed from 1910 to 1914.

1924 Flag

"Adopted as National Ensign through the decrees 861 of 17 May 1924 and 62 of 11 January 1934, being presidents of the Republic doctors Pedro Noel Ospina and Enrique Olaya Herrera, respectively"

On 17 May 1924, a decree confirmed the state flag and established it officially also as naval ensign (in fact already used after 1906).

Merchant Flag

The Merchant flag details were established by law  (blue oval 40 x 30 cms, with red border of  5 cms, eighpointed white star diameter 10cms),  This flag can be used by consulates and embasies. Restrepo says that, despite this decree, merchant ensign was never constructed according decree. Thoses images are according decree and as manufactured.

Arms were regulated with small modifications but not issued de facto (previous CoA was in use). Military flag and Cavalery standart were slighty modified. Stars were supresed and changed to the name of the unity. According the law, 40 cms of larger diameter must include the red border but in practice official specification was not followed.

Decree `No. 1920 of 12 November 1932, stated that navy ships should use the military flag in greater size (no size was prescribed). Here is a reconstruction according the decree using military flag in 2:3 ratio, and the really used ensign still in use except for minor changes in the arms.
On 11 January 1934, Executive Decree 62 retified the state flag, miliyary flag, cavalry standart and merchant flag. Naval flag is not quoted but the decree referred to flags of military hedquarters, public buildings, merchant ships, fortress etc.... (where state flag must be used). But it is clear that merchant ensign and military flag kept in use, and that the flag without arms must be used (togheter the flag with arms).

1949 Flags

Arms were regulated by Executive Decree No. 3558 of 9 November 1949 . Official pattern was issued. All flags with arms were modified. As before not all the official specifications in flags were followed (images according official specifications and real use).

Same decree establisehed a new flag or ensign to be hoisted in Presidental palace. It has a white circle (30 cm. of radius and 60 cm. in diameter) with the arms. Red Border is not quoted but was always used with inscripcions "Republica de Colombia" in upper part, and sometimes "Presidente" or "Presidencia" in lower part, always in golden letters.
