CONACED is an umbrella organization grouping 29 affiliated regional federations (Atlántico, Antioquia, Barrancabermeja, Bogotá-Cundinamarca, Bolívar, Bucaramanga, Cali, Cartago, Cauca, Chiquinquirá, Córdoba, Cúcuta, Duitama, Facatativá, Huila, La Guajira, Manizales, Meta, Ipiales, Palmira, Pamplona, Pasto, Quindio, Risaralda, Santa Marta, Sogamoso, Tolima, Tunja, and Valledupar).
CONCOLCA (Confederation of Catholic Schools - Confederación de Colegios Católicos) was established in 1938, with the Jesuit Father Jesús María Fernández as its first President. The founding federations were those of Bogotá, Barranquilla, Cali, Ibagüé, Manizales, Medellín, Pamplona, Pasto, Santa Rosa de Osos, and Tunja. The confederation was legally registered in 1941 by the Colombian government, following the organization of its first national assembly. The Dominican Father José de Jesús Farias, President of CONCOLCA, organized in 1945 in Bogotá the 1st Interamerican Congress of Catholic Education, during which the Interamerican Confederation of Catholic Education (Confederación Interamericana de Educación Católica - CIEC- was established.
The confederation was renamed CONACED (National Confederation of Educational Centers - Confederación Nacional de Centros Docentes) in 1966 during the 22nd national congress presided by the Franciscan Friar Luis Eduardo Medina. The meaning of CONACED was changed in 1998 for its current one.

The flag of CONACED is white with three Colombian horizontal stripes [yellow-blue-red, 2:1:1] in the lower part of the flag and the emblem of CONACED in the upper part. White is as symbol of transparency, youth, and service.

The emblem of CONACED is made of a blue map of Colombia charged with a white open book superimposed with a white Christian cross - the three pillars of CONACED. The colour of the map was changed from sepia to blue in the 1980s. The flag appears to be used either without or with "CONACED" written  in blue letters beneath the emblem.

Previous flag

Its previous flag was a horizontal white flag with the previous logo in the middle, as seen on this picture.
Source: http://www.elheraldo.co/local/el-centro-de-convenciones-se-construiria-en-el-lote-de-peldar-char-8128
The current flag is a navy blue horizontal flag, with the current logo in the middle, in inverted colors, that is the logo has a navy blue "N" in the middle, that stands for Norma, Norm in English, and below in  capital letters it says "INTERNATIONAL" in navy blue colors. So the logo on the flag is white, on a navy blue background. The current flag seems to have been modified either in 2011 or 2012, since the "old flag" I mention is from a picture in 2011, while the pictures taken yesterday are of course in 2012.
Current flag, based on a picture taken on 21 June 2012, at their branch office in Medellín, Colombia.
Current logo, based on a picture taken on 21 June 2012, at their branch office in Medellín, Colombia.
However notice a difference in the "N" in the middle, where the logo on the fachade of their offices has round tips, while there's another version with the N with straight edges, as seen here.
The current logo on the fachade of the branch office where I went, shows the lettering "INTERNACIONAL" in Spanish, but there's an online version that shows the logo with the lettering "INTERNATIONAL", as seen here.

Fundación Jaime Duque

image located by Esteban Rivera, 01 February 2014

I found these pictures on photobucket. They show the Colombian flag, but also two other flags (a horizontal flag, with yellow/red/white stripes). They are supposably related to the Municipality of Tocancipá. The Tocancipá's flag, as seen on the official Tocancipán website, is the same one displayed on FOTW. Since I cannot find any match between these two other flags and the flag of the Municipality of Tocancipá, I ask if any reader can identify what these unknown flags are.
Esteban Rivera, 01 February 2014

This is the flag of Fundación Jaime Duque taken at Parque Jaime Duque, an amusement park or theme park in Tocancipá.
Norberto Marne, 22 March 2014

Indeed, the flag reported is that of Fundación Jaime Duque. So here's a bit more information on this topic .
Fundación Jaime Duque is a non-profit organization named in honor of Jaime Duque Grisales, an aviator and first Chief of Pilots of Avianca (Sources: parquejaimeduque and Wikipedia: Jaime Duque Grisales). The park from which the flag originated is called Parque Jaime Duque a theme park but also a venue used for concerts and other events as well.
By the way, there is another image of the flag at the Park located (here) from (source).
