The arms (and flags) adopted by the districts in 2000 were rejected by the Heraldical Commission of the Berlin State Archives (Heraldische Kommission im Landesarchiv Berlin) because of heraldical mistakes: the arms of Steglitz-Zehlendorf had three adjacent fields all of them white/argent, that of Tempelhof-Schneberg had adjacent fields of metal (white/argent and yellow/or).
The district council of Steglitz-Zehlendorf adopted a second proposal on 25 Jun 2002 which was approved by the Berlin Home Ministry (Senatsinnenverwaltung) on 25 Mar 2003.
The district council of Tempelhof-Schneberg did not accept the commission's verdict and kept using the arms (and flag) until the Berlin mayor settled an agreement, both parties accepting a vert pallet dividing the two metal fields. This arms was also approved on 25 Mar 2003.
Poorer districts in Berlin have stopped the search for a new flag. They thus use the two coats-of-arms of the former constituent districts. However, displaying two coats-of-arms on the Berlin district flags is not allowed, so they only use the Berlin state flag (Dienstflagge).
After a two-year discussion between the former constituent districts
Weissensee, Prenzlauer Berg and Pankow on the adoption of "Pankow" as name
of the whole new district, the latter has still no arms.
