I saw on a stage of the Tour de France a red flag with the white letters C.B. and a white star in each corner. It looks like the house flag of a shipping company, but it is probably not. I guess it refers to a competitor with initials C.B. and four wins (not in the Tour de France, most probably). Charly Baul, perhaps?

That is the house flag of German company, Carl Büttner.
That leaves the question: why???

Either they have a team in the race or a group of Büttner employees was in the cheering section and wanted to let the world know. No big mystery. If a bunch of Mongolians was on holiday there they might easily have displayed the Mongolian flag, especially after a few rounds of fermented mare's milk. I've seen various flags displayed at the Boston Marathon and, when Pedro Martinez played for the Red Sox, Dominican flags were a hot item at local shops and at the ball park.

Carl Büttner pennant

A derivative item, this time – a Carl Büttner pennant: red pennant bearing white “contents” of flag i.e. initials “CB” between four five-pointed stars placed in a rectangle. Here, the initials are serifed and the stars, wide-angled (“fat”).
Source: German eBay offer no. 140286252736 (end 12 Dec 2008) put up by “ipz2008”, dimensions given as 33 cm x 85 cm and stated to be at least 40 years old.

Company site, showing the house flag as a drawing (English version available, see menu): the stars look silver rather than white but that, I take it, is unintentional.
A real flag flying on a barge has serifed initials and white, five-pointed stars (related firm dealing in mineral oil).
