The embassy of Algeria in Tokyo has informed me that the official seal of Algeria with Arabic writing was adopted on November 1st 1976. Actually the change from French to Arabic occurred when Algeria adopted the National Charter in 1976. At the time Algeria decided that the national language had to be Arabic instead of French.

Quoting the Dorling-Kindersley flag book [rya97] (no image shown):
The state coat of arms is based on the well-known local emblem of the "Hand of Fatima". It also contains the crescent and star of Islam, alongside symbols reflecting both agriculture and industry.
The addition of the white ballot box on the right of the crescent and star surely reflects the first revision of the Constitution promoted by Houari Boumediene. Among other things, the Constitution prescribed a Legislative Assembly and the office of President of the Republic elected by universal suffrage (replacing the President of the Council of the Revolution).

The website of the Permanent Mission of Algeria to the United Nations shows the emblem with a white background instead of blue.
