The coat of arms is the same as the flag. The White Cross on Red is the second coat of arms of the City of Tallinn, modified with a heart and a mediaeval design, reflecting the geography and the mediaeval architecture of the Old City.
Kristine, a suburban district close to the old city, adopted a similar modified version of the white cross on red with a clover, but I have not (yet) seen a new flag for Kristine based on this and at the moment they seem to still be using the blue and white stripes of the whole city, however it seems that all of the Tallinna Osakonad will have their own distinct symbols very soon, with the three lions and the blue and white stripes reserved for the City of Tallinn alone and not for the districts.
