The flag of Segovia Province is prescribed by a Decree adopted on
12 June 1986 by the Segovia Provincial Government and published on 25
June 1986 in the official gazette of Castilla y León No. 70 (text).
The flag in described in the Appendix attached to the Decree, as follows:
Technical features defining the flag of Segovia.
Design features.
The flag shall be made of a rectangular panel of size not bigger than 1.52 x 1. 98, according to the description:
The flag shall be of crimson red color, with the following specifications:
- Clearness: L* 30;
- Chromy: C* 25;
- Shade: H* 14.
In the middle of the flag and as shown on Fig. 1 [not shown in the electronic version of the source] is placed the coat of arms of Segovia Province, with the features, design and colors approved in 1956.
The Preamble of the Decree says that advice was obtained from the San Quirce Academy of History and Arts and from the Optics Institute, part of the CSIC (Higher Council of Scientific Research).
The 76:99 proportions, implied by the 1,52 x 1,98 dimensions, are the same as for the flag of Castilla y León.

According to Manual del Estado Español (text), the coat of arms of Segovia Province was approved on 16 December 1952 by the Royal Academy of History and definitively adopted in 1956. as:
Quarterly:
1. Gules a castle or masoned sable port and windows azure cantoned by two keys argent (Sepúlveda);
2. A horse's bust with a collar proper (Cuéllar);
3. Per fess, 1. Azure, 2. Wavy argent two trouts natant proper (Riaza);
4. A vase argent three branches of lily proper (Santa María de Nieva);
Escutcheon azure an aqueduct argent masoned sable ensigned with a hairy head proper fimbriated argent (Segovia).
The shield surmounted with a Royal crown [open] or.
The arms are a patchwork of the arms of the Legal Districts (partidos judiciales) forming the province.
