As pointed out by Tomislav, the flag is seen here: https://scontent.feoh4-2.fna.fbcdn.net (source: https://www.facebook.com).

"The Banjul City Council (BCC or rarely BanCC) is the city council of Banjul (formerly Bathurst), capital of Gambia.

In 1816, the British founded Banjul as a trading post and base for suppressing the slave trade. It was first named Bathurst after Henry Bathurst, the secretary of the British Colonial Office. In 1963 it became the capital of Gambia and in 1973 it changed its name to Banjul.

The Banjul City Council, then as Bathurst City Council (BCC), was established in 1965 Gambia's independence and replaced the Bathurst Town Council (BTC). That's the year in which it gained city status.

In June 1971, the city council was temporarily dissolved and replaced by a management committee until the July 22, 1994 bloodless coup, when the Council was revived."

The former coat of arms of Banjul is seen here: http://ngw.nl/heraldrywiki/index.php?title=Banjul. Description is as follows:
"The coat of arms Banjul represent the heraldic board of the English form divided across on 3 unequal parts of white, red and black colours. Above on a white background there is a plotting of two half moons and one cross between them. These signs act as symbols of two most widespread religions in Gambia - Islam and Christianity. More low on a red background two guns (a symbol of protection of territory) are represented. And at the very bottom on the black background which has been cut by white strips, symbolising waves, there is a stylised plotting of fish."
