The municipality of Tounj (1,252 inhabitants in 2001, 379 in the village of Tounj) is situated in the mountainous region between the Croatian coast and mainland, between Gorski kotar and Kordun.
The municipality was formed in 1997 from parts of Josipdol.

The symbols of Tounj are prescribed by Decision Odluka o imenovanju služebnog grba i zastave Općine Tounj, adopted on 13 May 1998 by the Municipality Assembly and published on 27 May 1998 in the County official gazette Glasnik Karlovačke županije, No. 10.
The symbols are described in Article 4 of the Municipality Statutes Statut Općine Tounj, adopted on 10 October 2001 and published on 16 October 2001 in Glasnik Karlovačke županije, No. 30. This is repeated in Articles 8 and 9 of the Municipality Statutes Statut Općine Tounj, adopted on 26 March 2004 and published on 31 March 2004 in Glasnik Karlovačke županije, No. 10, in Article 6 of the Municipality Statutes Statut Općine Tounj, adopted on 27 January 2006 and published on 31 January 2006 in Glasnik Karlovačke županije, No. 2, in Articles 8-10 of the Municipality Statutes Statut Općine Tounj, adopted on 10 July 2009 and published on 14 July 2009 in Glasnik Karlovačke županije, No. 22, in Articles 8-10 of the Municipality Statutes Statut Općine Tounj, adopted on 21 March 2013 and published on 28 March 2013 in Glasnik Karlovačke županije, No. 13 (text), and in Articles 8-10 of the current Municipality Statutes Statut Općine Tounj, adopted on 8 April 2013 and published the same day in Glasnik Karlovačke županije, No. 16 (text).
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is described in the Decision as follows:
The flag is of a single colour, dark blue, with a ratio of length to width of 2:1. In the middle of the flag at the crossing point of the diagonals is the coat of arms of the Municipality (printed on both sides of the flag), edged with a thin golden border.

The coat of arms is described in the Decision as follows:
In a semi-circular shield on a blue field, top a silver double bridge of masoned stones with three double arches, bottom the silver St. John the Baptist's head on a golden plate.
The bridge recalls that the ancient road connecting the coast to inland passed over the small but swift river Tounjčica.
The arms of Vir uses the same head of St. John the Baptist.

The ceremonial flag adds the supporters, two lions rampant on an ornamented compartment and a crown, above is the name of the municipalities and in the tongues oak ornamentation. Proportions are ca. 10:19.
