A white flag with a blue device with the inscription "SPOMENIK KULTURE", underneath in two rows, was extensively used in Croatia during the Homeland War, in 1991-992 and later. The flag was hoisted from all the buildings that were protected under the 1954 Hague Convention as a cultural or natural heritage, though it did not help much: many of the buildings hanging the flag were totally destroyed.
Most notably, the flag was flown over Dubrovnik, which is protected as a whole town. It has been flying also over many churches, museums etc. In Zagreb, many museums still fly it.
The emblem, a five-sided shield divided per saltire blue and white, is called "Blue Shield".
