Source for the flags shown on this page

Dr. O. Neubecker's papers include a whole list of flags of the Independent State of Croatia dated 1944, probably prepared for the next update of the Kriegsmarine's Flaggenbuch [neu92]. These flags certainly originate from Croatia, but their source and status are not confirmed. One assumption is that these are proposals that were never actually adopted. They were not confirmed by any other independent source.

The source shows the flag of a Vice Admiral equal to the Admiral's flag, defaced with a blue trefoil in the first quarter. The trefoil (trolist), also called the Cross of Zvonimir, for the Croatian King Zvonimir-Demetrius, ruled 1075-1089, is a marking of the Armed Forces of the Independent State of Croatia; it was also used during the Austro-Hungarian rule in Domobranstvo). The admirals' flags follow the model, in use by most of Navies at the time, where more markings denote lesser rank.

The length of the white field is 1/3 of the flag's length, that is, 1/2 of the flag's width, while the width of the cross is 1/9 of the flag's width near hoist.

The source shows the commission pennant as a long white triangular pennant, in proportions 1:100, with the part near the hoist in the Croatian national colors. The length of the tricolor part is 1/10 of total pennant's length. There is a tassel at the fly point of the pennant.
The commission pennant is hoisted from the top point of all naval ships, except for those that are commanded by a flag officer, entitled to some other command flag, in which case the appropriate flag replaces it.
