    Caricom

    The Caribbean Community and Common Market was founded in 1973. Members include: Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Montserrat, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Suriname, Trinidad-and-Tobago. The seat is in Georgetown (Guyana).

    About the Flag

    Flag: Horizontally divided, light blue over dark blue. A yellow disc, centered, with two interlaced black C. 'Light blue is for the sky and dark blue for the sea. The yellow disc represents the sun. The black letters are the initials of the Caribbean Community' (DK Ultimate Flag Pocket Book).

    The flag was introduced in Nassau, Bahamas on 4 July 1984 on the occasion of the fifth Meeting of the Conference of Heads of Government. The original design was done by the firm of Winart Studies of Georgetown, Guyana, but was substantially modified by the Conference of Heads of Government in July 1983.

    The official explanation of the symbolism of the design and colours is as follows:

    "The flag of the Caribbean Community shall have a blue background with the upper part being of a light blue to represent the sky and the lower part being dark blue to represent the sea of the Caribbean. Centred on the background shall be a yellow circle representing the sun on which shall be printed the logo of the Community - two interlocking Cs in black. Outside this circle shall be a narrow ring in green representing the vegetation of the Region".

    An official model (based on a flag of 120 x 180 units) has the specifications:

    An outer disk of 90 units, and an inner (yellow) disk of 84 units. The letters are contained within an imaginary rectangle of 45 units x 57.5 units with each letter being 6 units thick. The letters have rounded corners on their outer sides, and are square-cornered on their inner. The official model (assuming I have an accurate copy) shows Pantone Process Blue, 072 blue, 354 green and 109 yellow.

    The above details are taken from a letter signed by the Senior Project Officer of the Caribbean Community and dated 24 November 1998.

    The Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) is is part of the Regional Framework for Crime and Security which was established at the 26th Meeting of the Conference of Heads of Government in Vieux Forte, Saint Lucia in July 2005. Upon the establishment of the Framework, the Heads of Government also declared “Security†as the Fourth Pillar of CARICOM- the other three pillars being Foreign and Community Relations, Trade and Economic Integration and Functional Cooperation. It was established by the Twenty Seventh Meeting of the Conference of Heads of Government in July 2006, in Bird Rock, St Kitts and Nevis, as the implementation arm of a new Regional Architecture to manage CARICOM’s action agenda on crime and security. At this Meeting, the Heads of Government signed an Inter-Governmental Agreement establishing the Agency as a legal entity, with direct responsibility for research, monitoring and evaluation, analysis and preparation of background documents and reports, as well as project development and implementation of the regional Crime and Security agenda. The Agency's Headquarters, located in Port of Spain, Trinidad and Tobago. The flag is a horizontal blue background with the logo in the middle.
