Overview

The idea of organizaing a World Expo wasnot a matter of days. It all started during H.M. Don Juan Carlos's I (King of Spain) official visit to Santo Domingo (Dominican Repulic) on May 31, 1976, where he announced the intention of having a universal exposition with the purpose of displaying the benefits of Spain and the Ibero American countries, since the V Centennial of the Discovery of America was approaching.

On April 15, 1981, de US delegation had requested the BIE the organization of the 1992 World Expo in Chicago to commemorate the V Centennial of the Discovery of America, the city which had held in 1893 the Columbian World Expo.
On the other hand, on November 25, 1981 France had the intention to celebrate in Paris a World Expo in 1989 to commemorate the Second Centennial of the French Revolution. This posted a dilemma to the BIE because its statutes did not contemplate the possibility to hold two World Expos in a time span of less than ten years.
On February 11, 1982 a Commission was established in Spain inside the Instituto de Cooperación Iberoamericana (ICI) to prepare Seville as a candidate city for the Unviersal Expo of 1992. (The ICI was established in 1979 and it depended on the Ministry of Foreign Affairs of Spain, with their main offices in Madrid, and it was created to foster the cooperation of Ibero America (México, Central America and the Caribbean), and in November 1988 it was transformed into the Asociación Española de Cooperación International AECI (Spanish International Cooperation Association), to be later in 2007 changed into the Asociación Española de Cooperación Internacional para el Desarrollo AECID (Spanish International Cooperation for Devolpment Association, official website).

The request (for Seville to apply as candidate city for the World Expo) was submmited on March 3, 1982 when the Spanish Ambassador in Paris requested before the BIE the organization to commemorate the V Centennial of the Discovery of America.
On May 1982, the US and French government agreed to promote a bill before the BIE to hold the Paris'89 y Chicago'92 Expos.
On May 31, 1982 the Spanish Ministry of Foreign Affairs informed the Ibero American Ambassadors credited in Madrid of the project Sevilla'92 and it was suggested that those non-member BIE countries be affiliated to the organization.
On June 24, 1982 during the BIE's XCI General Assembly, was approved an ammendment to its Statutes that allowed in the future the holding of two World Expos in less years in bettween each World Expo (a smaller time span than previously established). It also approved the reserve of 989 for Paris and provisionally Chicago as well, until the scrutiny of the report by the Comisión de Encuesta de Sevilla'92 (Commission Poll Sevilla'92) would allow a final decision on the upcoming XCII General Assembly.
Later the Spanish government and the organization of the World Expo in Chicago sent on November 29, 1982 a request to the BIE for the first time to hold a joint World Expo with two different cities, Chicago and Seville. At the same time the Comisión de Encuesta de Sevilla'92 (Commission Poll Sevilla'92)Al presented a positive review on behalf of Seville on its report to the BIE.
The BIE's XCII General Assembly held on December 8, 1982 approved the date for the Chicago-Sevilla 1992 World Expo. In this Assembly for the first time, 10 Ibero American member States participated actively, who have been granted member status recently.
On June 15, 1983 the joint Spanish-American delegations presented the Reglamento General de la Exposición Universal Chicago-Sevilla 1992 (General Rules of the Chicago-Sevilla 1992 World Expo) before the XCII BIE's General Assembly. The French government officially declined its decission to organize the Paris'89 World Expo.
During the BIE's General Asembly on December 7, 1983 the Reglamento General de la Exposición Universal Chicago-Sevilla 1992 (General Rules of the Chicago-Sevilla 1992 World Expo) were approved.
On June 21, 1985 the Chicago side (of the joint organization of the World Expo) communicated the BIE problems with organization of the event.
The US delegation informed the BIE's XCVIII General Assembly (held on December 5, 1985) difficulties to organize the 1992 World Expo there. Meanwhile the Comisario General of the venue of Seville urged to have immediate action to overcome these difficulties and have a final decission on the matter.
The CI BIE's General Assembly of May 20, 1987 granted a last due date of 90 days for the Chicago venue.When the due date expired, on December 4, 1987 the BIE's CII General Assembly declined the joint (Chicago-Seville) commission of the World Expo, thus granting Seville the sole venue of the World Expo. .
Several ammendments to the Rules were also made, establishing the date of the World Expo to be held from April 17 to April 20, 1992

The Flag

The 1992 world’s fair took place at Seville and is commonly known as Expo ’92. There is an unofficial website with a page about stamps and postcards which starts with this stamp showing two (identical) Expo'92 flags. Webmaster Ángel Aramburu kindly sent me a scan of the logo with which I prepared the above flag image.
