Description of the flag

A UN blue flag with a white wreath and centred a pair of scales.

The International Criminal Court, a new judicial organ established to try war criminals and other offenders, recently replied to an e-mail I sent regarding a flag and seal:

"The ICC will study and analyze proposals regarding logos and flags in the next future. This information will be posted on the website."

The status of this flag is considered uncertain.

There are a few clues that there might be an ICC flag consisting of the emblem (without circle) on a UN blue background, see the ICC Newsletter, No. 7, April, 2006, pages 2 and 8:
http://www.icc-cpi.int/library/about/newsletter/files/ICC-NL7-200604_En.pdf. Unfortunately, we cannot see the flag folded out properly in these photos, and the emblem is obscured in one of them, so further confirmation and documentation is needed. However, the photographs referred to above might bring us a step further towards answering the question of the ICC flag.

White variant

I have found three different flags of ICC in use. The first one is UN blue with its emblem on the flag (this may be the official variant).
But there are two more versions of ICC flags based on pictures taken during the various events related to ICC.
There is a darker blue version with its logo, and two horizontal lines next to the emblem at hoist and fly parts of the flag. Another version is a white background with blue emblem, but without lines. All three versions are in use!

Both pictures were taken on same day!! (based on this page) :

Both (dark blue and white) flags are visible in this picture:

International Criminal Justice Day Flag

[International Criminal Justice Day Flag]
image by Zoltan Horvath, 27 November 2011

17 July is the Day of International Criminal Justice. Events commemorating 17 July are aimed at raising awareness and generating support for global justice and the fight against impunity. The day is a celebration of the landmark steps that the international community is taking to reach to common goal of global justice, and an opportunity for those who support justice around the world to make their voices heard. The date of 17 July was adopted by the Assembly of the States Parties during the Review Conference of the Rome Statute held in Kampala (Uganda) last year in June and marks the anniversary of the adoption of the Rome Statute, the founding treaty of the ICC.
International Justice Day Flag is dark blue with its white emblem (without olive wreath) placed next to hoist, and its white name in three rows. The date (17 July) is written under the name with light blue letters.

[With this variant], notice the addition of the hashtag #JusticeMatters below the final inscription (from top to bottom) in white. This online article is dated July 17, 2017 so perhaps it has been incorporated ever since.

Rome Statute commemorative flag features [a logo with] the number 20 in blue UN color code and inside the zero, the ICC logo (scale of justice with two laurel wreaths), and below the inscription "STATUT DE ROME" (French) (dark blue), then below an open book (laid down) as seen from the spine, in multiple colors for each page and below that the inscription "COUR PÉNALE INTERNATIONALE" in capital letters (dark blue).

There is also an English language version of the logo (and flag); the only changes are the inscriptions. "STATUT DE ROME" becomes "ROME STATUTE" and "COUR PÉNALE INTERNATIONALE" becomes "INTERNATIONAL CRIMINAL COURT".
