Actually this refers to one of several medieval judicatures
("kingdoms") in Sardinia, (see wikipedia).
The territory of this Giudicato was roughly congruent to the
current province of Oristano.
Although the arms of the Giudicato is well known (the eradicated
tree, still used by Oristano province), the flag is a mere
conjecture. The usual flag sources for the time (Libro do
conoscimiento and different portolanos) do not show the flag at
all.
I have discussed this a little bit with a few colleagues
(Sebastià Herreros and Alfredo Betocchi) during the recent CISV
meeting at Verona.
The above-mentioned Wikipedia article is full of hints that this
flag is another modern political fiction made to support
nationalistic/separatist tendencies.
It is not by chance that the separatist party
"indipendèntzia Repùbrica de Sardigna" uses the
eradicated tree as their symbol, see Italian
wikipedia.

The 55th flag mentioned and illustrated in the Book of All
Kingdoms [e9s50] is attributed to
Cerdeña (Sardinia). This as depicted in the 2005 spanish
illustrated transcription [e9s05],a
vertically striped yellow and red flag, with five red
stripes alternating with five yellow stripes, the latter slightly
narrower, the flag shown in the ogival default shape of this
source
The anonymous author of [e9s50]
describes the flag thusly: "El rey de Cerdeña á por
señales bastones del rey de Aragón, commo estos." (The
king of Sardinia has for device bars of the king of Aragon, like
these).

I found the ancient image of the flag of Sardinia in a book
whose title is La magnifique et somptueuse pompe funebre
faite aus obseques et funerailles du tres grande et tres
victorieus empereur Charles cinquieme, celebrees en la ville de
Bruxelles le 29e jour du mois de Dicembre 1558 par Philippes roy
catholique dEspaigne son fils published in Anvers
in 1559 by the editor Plantin.
