The city emblem was adopted on Jan 1st 1960 by the Notice No 306 but no flag law.
The white flag is charged with gold and dull purple city emblem in the center.
The flag proportion 2:3.
The city emblem is composed of stylized kanji 京 KYO and an ancient style court carriage in gold
and dull purple representing ancient capital of Japan.

The flag of the former town of Keihoku was green with mark. The town is now,
from 2005, part of the city of Kyoto.
