The village emblem was adopted on Oct 1st 1983 but there is no flag law. The white flag has a black village emblem in the center. The emblem was granted by Imperial Court in 1863.

Hm, 1863 saw the beginnings of what would become the Imperial Restoration. And when that came to pass, Totsukawa Samurai formed the personal guard of the Emperor. What was the relation between  the Emperor and Totsukawa, that resulted in this grant?

Totsukawa village had a long history to guard Imperial Family. Before Meiji Restoration they sent samurai to Kyoto to guard Imperial Palace. That is why the emblem was granted. Please see this photo of the flag bearing a red Imperial crest and a black Totsukawa village emblem together used by Totsukawa Samurai then. I took the photo from Totsukawa Village History Museum.

OK, this would look somewhat similar. (The Chrysanthemum started out as Jaume's Emperor's flag at sea, 1871-1889, the mon of Totsukawa Village is from Tomislav's village flag, and the ratio of 2:1 is after the black Ohu Reppan Domei flag.)
I guess that would be the flag of the Emperor's Totsukawa guard, but I haven't seen the page of the museum; they may have a better description. And if we could ask them, they might have a photograph that shows the entire flag.
