Kyrgyzstan is divided into seven regions ("oblast"). City of Bishkek (the capital) and Osh (the second largest city) are administratively independent cities (shaar) with a status equal to a region.

The flag of Chuy Province, in Kyrgyzstan, consists of three horizontal
stripes of white-green-yellow, and regional emblem on the hoist, on the white
stripe. You can see it on the official regional website:

Bishkek, the capital of Kyrgyzstan, apparently has a light blue flag with a logo. The logo shows a tower with the city name. On the tower is a square (standing on a corner). In the square is a circle with a snow leopard (panthera uncia).
Bishkek was Frunze from 1926 to 1991, and Pishpek before that.

The City of Osh, Oshskaya Oblast, Kyrgyzstan, adopted its flag on 25.10.2011:
http://www.knews.kg/ru/society/4950/. Author of the flag is Adil Sabirov. The
broken line represents the Sulayman-Too mountains, the red device is "tunduk yurt", blue symbolizes freedom and white justice and perfectionism.

The flag of the City of Kara-Balta, Chuyskaya Oblast, Kyrgyzstan, is green with

The upper border of the shield representing the
fortifications of the city of old. Green stands for life and
rejuvenation; well that might then be valid for the flag as well. The
Tundruk in the centre is an ancient Kyrgyzian symbol, symbolising peace
and being part of the universe. Behind it the three peaks of the Alatau,
light by sun rising behind them,
symbolising the uniqueness of the area. On both sides of the Tundruk
ears of wheat, in base merging together with the tundruk to form a
pinion, symbolising the developing processing industries. In chief the
sunlight highlights the name of the city, above which a black rider.
In base near the edge, the date (year' the city was formally created. The lower edge of the shield is in Kyrgyzian ornament.
The initiative to adopt arms
was taking on the occasion of the city's 25 year of existence, followed
by the procedure.

and river, Karakol Ysykkul. Sun, heat and light, water-life. The head of a deer, a symbol of beauty and nobility. Mature branches of horns
speak of the historical period, the young branches - the present and future
development of the city. The sun and the head of a deer has a light lemon (Strontium), a color that fits well with the blue background of the flag.
