agare city is in Joniskis district in Siauliai county,
Lithuania. It has a population of 2,169, and is center of Zagare
Eldership, which has additional 2,000 inhabitants.
From wikipedia:
"The foundation of Þagarë dates back to the 12th century.
It was an important center of Þiemgaliai warriors, who fought
against the Teutonic Order. Today Þagarë is the administrative
center of the Þagarë Regional Park, known for its valuable
urban and natural heritage."

Zagare - On a white field with a red pale (white-red-white
1-2-1) two silver keys joined cross-like. Flag proportions 10:13,
fringe is silver, finial is a silver knob with a ring.
The charge has several meanings:
(1) canting the old name of Rakte (Raktuve) castle, from which
the town originates - "raktas" means "key" in
Lithuanian,
(2) symbolizing two towns Senoji Zagare and Naujoji Zagare, later
merged to one,
(3) meaning the border town,
(4) attributing the local church of St. Peter and St. Paul,
(5) reminder of the ancient Semigallians tribe joined two nations
(Lithuanians and Latvians).
The red colour symbolizes courage and blood spilt for the
country, and the white colour symbolizes innocence, honour and
honesty.
