Always according to Flaggenbuch [neu92], the national flag of the French zone (i.e. the current Moroccan national flag) was used as national and civil ensign in the Zone of Tangiers.

Tangier International Zone 1923-56: this flag was used 1953-56. Arms probably in the same period, maybe earlier. (Images based on Znamierowski’s color plates [zna7X].)

This was the merchant flag of the International Zone of Tangier, 1953-1957. It was introduced by a dahir of 20 june 1953 and was abolished by a dahir of 11 april 1957. In practice it was hardly in use. Source: B. Dubreuil [dbr61]: Les Pavillons des Etats Musulmans, Rabat 1961.

In essence Article 3 of the Decree of 20 June 1953 permits «ships belonging to (or registered in) the Port of Tangier to fly an Arab flag (the word used is "drapeau" rather than "pavillon") with the coat of arms of Tangier in its canton».

The coat-of-arms was created by a law of 18 august 1938. It is a Phoenicians head in the upper part. The wreath is of olive branches, the name "TINGIS" is the Roman name for Tangier. Source: B. Dubreuil [dbr61]: Les Pavillons des Etats Musulmans, Rabat 1961.

An excellent image of the lesser arms of the Tangier international zone is available at Christian Siemer’s Wappenlexikon website, which claims that the arms were used 1938-1956.
