The decree published on October 19, 2000, and in effect a day latter, considers two kind of flags: Banderas insignias (Ensign flags) and Banderas distintivas (Distinctive flags) (Art. 9).
Banderas distintivas (Distinctive flags) are (Art. 12):
"...those that distinguish the charges of the "Administración Pública Federal" (Federal Public Administration), "Servicio Exterior Mexicano" (Mexican Foreign Department), or the governors of the States.
Those Distinctive flags shall be hoisted (...) in the ships only during the honors without lowering any Ensign flag at all. When it corresponds, they shall be with the emblem of the Armada de México (Mexican Navy) just like the Ensign Flags".
