Nothing is known online about the history of the coat of arms; here is a description of it as published in its municipal regulations:
Of the phrase "PUEBLO Y TIERRA, FIRME TRABAJO, ENLACE PROSPERO" [Town and Land, Hard Work, Prosperous Link]. In mentioning town and land is the natural binomial of existence; people live with the land through hard work. This is the constant of a strong town which continues writing its proper history even in the accelerated advance of the world today and in its proper independence which defines its territory, which is why it is a prosperous link.
The coat of arms of the municipality is described in the following manner: Its figure represents one window to a promising future, in which the Nuestra Señora de La Luz [Our Lady of the Light] church is found in the central portion, with a singular, distinctive architectural design. A book represents the culture of the town of El Llano and the decree which designates it as a free and sovereign municipality to exercise its faculties given in Article 115 of our Carta Magna. Corn is shown as a principal fruit which is harvested. Also in the coat of arms a representation of the municipality is made in the upper part, with the date "30 de enero de 1992" [30th of January of 1992; this date is very small and usually not readable on images of the coat of arms], this date being when the Congress of the State approved a decree for the creation of the municipality of "El Llano". The landscape [in the interior] clearly identifies the word "el llano" [the plain], which extends to the foot of the hill Juan el Grande and as a reference to the granaries of the hacienda, silent witnesses to the history of a town which has started a chapter as independent.

Not mentioned in this description (but mentioned in the municipal code) is that the coat of arms is drawn in the architectural style of the area. The cogwheel is a clear symbol of
hard work and industry; the latter of which exists in the municipality but on a small scale.
