The coat of arms was chosen by a contest approved by the City Council of Ensenada on 2 September 1964 and announced on the fifth. The coat of arms has been official since its adoption by the council on 25 March 1965; however, it wasn't until the 16th of September that it was made public and was published in the official state's newspaper on the 30th. It was designed by Engineer Felipe de Jesús Ricalde Lugo (under the pseudonym "EL CAMINANTE"). The description as adopted by the council is as follows:

Coat of arms on a composed field, divided in half, marked with a pointed third, and with a blue border, with fish in chief, dexter and sinister in natural color. In the dexter canton imposed on a clear blue field with blue green waves, a merchant boat docked at a port in which bales of cotton are found, all in natural colors.

In the sinister canton on a clear blue field, two raised areas, and in a valley furrows and a pine tree; falling below this canton to the pointed third are two clusters of grapes, all in natural colors. Inside the pointed portion on a green field are three cogwheels colored gray with black.

As the background to the coat of arms and wrapped around it, with the profile view of an eagle of the national type, holding in one of its claws a ribbon colored gold with the legend ENSENADA, B.C.

SYMBOLISM: the three cantons are representative of the three principal activities: Field, Industry, and Port; the port activities and of exportation are represented by the merchant boat and the bales of cotton in the dexter canton.

The raised areas, furrows, pine, and the clusters of grapes, located in the sinister canton, represent in this order mining, agriculture, and the products of the region. The cogwheels represent industry. The blue border represents the ocean of Ensenada which bathes its coasts and the fish for sport, industrial, and scientific fishing, base of the economy of the City and Municipality. The eagle represents the nationality belonging to the Municipality of Ensenada, represented by the ribbon in which its name is written.
