There is no legislation adopting a flag of Mexicali. However, the council uses an indoor flag with the coat of arms on a white field unofficially.

Mexicali is the capital of the state of Baja California. In 1968, the Fifth Municipal Council of Mexicali, led by mayor José María Rodríguez Mérida, started a contest for the adoption of a coat of arms. On April 9, 1968, the council approved a design by Sergio Ocampo Ramírez under the pseudonym "Cucapah 68"; it was published in the state's official newspaper on April 20. For his efforts, he received 2000 pesos and an honorary diploma. According to the municipal government, the description of the coat of arms is as follows:

In the coat of arms of this Municipality, the color ochre which comprises half of the inner field represents the desert; the other half in blue symbolizes the waters of the Gulf of California. The diagonal line in red which divides the central part of the coat of arms represents the Colorado River. In the ochre portion appears the Cerro del Centinela [hill] and in the superior part of this figure is a ball of cotton, an agricultural product which identifies the Valley. In the blue portion appears a cog in which an atom is depicted in its center; the first represents industry and the latter symbolizes science. In the border of the coat of arms appears the motto "Tierra Cálida" [Warm Land], which alludes to the high temperatures of the region and the welcoming character of its people. In the superior part are the anagrams "Mexi/Cali", separated by a dotted line which represents the international boundary. Above this appears the head of an Aztec eagle, which represents the origin of the population, and finally, located in a prominent area in the superior part of the emblem and colored red appears a stylized half of the Sun.

On January 27, 1937, the Assault on the Lands (El Asalto a Las Tierras) happened, a revolt against the US-based Colorado River Land Company which had a monopoly on the land in the Mexicali Valley. Another significant factor for the revolt is the deplorable conditions the workers faced under the company. In the end, Lázaro Cárdenas parted the lands of the company to the people, creating ejidos.

During the revolt, according to Wikipedia (translated):

...they proceeded to occupy the lands which on the meeting of 25 January they planned to take and planted red flags to identify the movement.

It is believed that red flags were used as red fabric was easy to find; plus, the color itself is a symbol of war.
Today, ejidatarios and people interested unite on that day yearly to remember the event; there is even a procession of cowboys, in which usually there are some that carry red flags.
