It appears the symbol was designed by the architect Humberto Murillo Lozano, and approved by the council 8 September 1989. According to Héraldica Municipal de Chihuahua:
Over a Spanish field, this coat of arms composes seven sections, the same ones bearing the following blazons, named from left to right and from top to bottom: A tower reminding us that a presidio existed here, a cloud which represents the hope of rain, the bell gable the Temple of San Felipe of Santiago reminding us of the Catholic religion, a buffalo its fauna, the symbol of the Franciscans evangelizers of the region, a yucca the flora, a cow facing forward cattle-raising, a fleck of cotton its agriculture, and a head of cow's profile view attached to a section makes reference to the most singular of the conquistadors: Álvar Núñez Cabeza de Vaca, who crossed the lands of this municipality. The bordure in its upper part carries two pots representing the ceramics of the Mogollon culture, the coat of arms is enmarked in a beef parchment which signifies the value added that should be given to the cattle, crowning the coat of arms the original name: Soledad de Janos.
And surrounding the shield is the motto "PRIMERO MÉXICO, DESPUES MÉXICO, SIEMPRE MÉXICO" [Mexico First, Mexico After, Mexico Always].
