I do not mean to be nitpicky - but I wanted to point out one thing - that we may not be able to answer properly unless we get - either the actual flags in use photos or actual original flag drawing when they were approved... Namely, the design in the coat of arms is supposed to be modified for the rectangular flag field, so that it covers it well.
See what I mean in http://www.tysver.kommune.no/images/logomateriell/veileder_kommunevaapen.pdf on page 5 with the Vestfold example.
There are number of ways how the effect could be made with this Hareid flag - and anything we do further with it would be a speculation. But it may be well borne in mind...
(I think that I have seen the document before, and probably we refer to it already somewhere from FOTW. Certainly, it is a good one to know for student of the Norwegian municipal symbols.)

Coat of Arms

Blazon: På blå grunn tre opprette sølv piloddar, to over ein. In English: Azure three arrowheads argent points to chief.
Approved by the royal resolution of 11 January 1985 after a drawing by Jarle Skuseth. [c2j87]
The [c2j87] has almost word for word (in Norwegian) as the Heraldry of the World: "The arms show three arrow-points as a symbol for the battle of Hjørungavåg in 986, in which Earl Håkon defeated Danish Vikings. This battle played an important role in the struggle by Håkon to unite the whole of Norway." and continues: "It is generally considered that Hjørungavåg from the sagas matches the current Liavågen in Hareid." The [c2j87] also shows an example of use of almost identical arrowheads (but pointing to dexter) in a seal of a Danish noble Thomas Båd from around 1450's.
The municipal web site gives only a general claim that "The Hareid municipality coat of arms has origins in the battle of Hjørungavåg in 986." - this being a part of a short decision when the design was adopted in 1984.
It also prescribes the flag to have the ratio 2:3.
