Blazon: Blått dekket med sølv fiskegarn. In English: Azure fretty argent.

The NGW site states "The arms show a part of a fishing net placed over the shield. The arms simply indicate the importance of fishing for the community. Several different arms were designed, all with fisheries as the main theme, but the council finally chose for the design above, which is rather unique among Civic Heraldry."

Similar, but no. I know that some heralds suggest using "fretty" for nets, but they are not the same thing.
Fretty ...
- is orthogonal, rather than under 45°.
- has scarps with proper width, rather than just dimensionless lines.
- has braiding at the line crossings, rather than knots.

It's a nice pattern, though, and it's indeed in the class of "variations on the field", just like fretty. I think it's mostly a Finnish pattern, though a few others exist in Portugal and occasionally elsewhere. It's certainly rare. It would say that it's a later innovation (Al-right, bring on the one example from ages ago that it's modelled after.), and I don't know of an Anglicized French heraldic term for it. Looking at the other part of the origin of Heraldish, however, Dutch does have a nice word for net, namely: "net". Thus, you can have a nice ancient-ish heraldic term for this and yet use perfectly every day English.
I'd go for: Azure a net argent.

Not for the heraldry, but I don't know whether the other cases use it on the field of the flag as well. Does anyone know whether Finnish municipal coat of arms have an automatic flag attached?
