Bay of Plenty Regional Council is the administrative body responsible for
overseeing regional land use, environmental management and civil defence in the
Bay of Plenty Region, in New Zealand's North Island. The seat of the regional
council is Whakatāne, the two main cities are Tauranga and Rotorua. The region
has 348,000 inhabitants on 12,231 km².
The current flag is a banner made
after the landscape represented on the logo: light blue sky with a stylized sun
at the upper fly, green hill and plain, sea in two shades of blue and white
waves. The name of the council in white and in blue (maori part) is written at
the lower part of the flag.

If I recall correctly their colours are royal blue and yellow.
