The District of Banda de Shilcayo (29,111 inhabitants; 285.68 sq. km) is located 1 km of the provincial capital, (Santa Cruz de los Motilones de) Tarapoto. The districts of Banda de Shilcayo, Morales and Tarapoto form a single urban area.
The District of Banda de Shilcayo was established by Decree-Law No. 13735 of 28 November 1961. The inauguration of the district was not peaceful due to the wrath of the locals, who claimed that the set up of the new district had been decided in Lima without consulting them. Due to a long common history, the inhabitants of Banda had a strong sense of belonging to Tarapoto, from which they refused to be separated. On the inauguration day, the political, military and religious authorities were welcomed with an angry mob carrying sticks, stones and hunting guns; barricades were erected and threats were uttered. Father Andrés Asenjo, after having crossed the wooden bridge that separated Banda from Tarapoto, blessed the new district near the house of Francisco Goicochea, a main opponent, echoing nothing but silence. The celebration organized in the priest's house was subsequently presented as a popular act, while it indeed highlighted the division among the inhabitants of the new district.

The flag of Banda de Shilcayo is vertically divided red-white-green with the district's coat of arms in the middle. The coat of arms depicts the cataracts made by river Shilcayo; in dexter chief is represented a bull, in sinister chief, most probably, a pineapple plant. The bull must recall the mythic origin of river Shilcayo. The place was once inhabited by a native family; following the death of the two parents, their son and daughter lived alone. They were eventually found by a Spanish soldier, who aimed his harquebus at them. The girl was changed into a butterfly while the boy was changed into a bull, who cried so much that his tears soaked the soil and formed river Shilcayo.
