In 1919 marine painter Wlodzimierz Nalecz published in magazine "Bandera Polska" (1st number, dated May 1919) his own proposals for navy and merchant ensigns:

  • proposal for navy ensign: plain red flag with armed arm offcentered towards the hoist
  • proposal for merchant ensign: plain red flag with White Eagle offcentered towards the hoist
  • alternative proposal for merchant ensign: white-red bicolor with White Eagle in square in canton. Eagles were uncrowned!

First proposal for Polish naval ensign (1918)

First proposal for Polish naval ensign in 20th Century was designed by group of Poles, former officers of Imperial Russian Navy in Sevastopol (Ukraine) in 1918.  It was white with amaranth saltire and White Eagle on amaranth centered disc.
In November 1918 this ensign was hoisted on s/s "Polonja" in Batumi (Georgia). "Polonja" was former Russian steamship "Chyatura". Its owner was Polish businessman from Baku, Stefan Rylski, and captain was Jan Bartoszewicz. But somebody noticed, that proposal from Sevastopol was designed as naval ensign, not merchant. So, soon on "Polonja" was hoisted another ensign: white with  amaranth saitire and White Eagle in canton.
As proposal for Polish merchant ensign may be treaten also house flag of Polish-American Navigation Corporation from New York, adopted in April 1919. It was white with red lozenge and White Eagle, uncrowned (pl!1919a). Polish-American Navigation Corporation was a shipping company founded by Polish Americans. It had 7 steamships and existed 1919-1920.

Polish American Navigation Co, New York (1919-23) (Source:  verbal description in North Atlantic Seaway IV:1557)
This was a line put together after World War I as a surrogate national line as the newly independent Republic of Poland was getting on its feet.  A version of this flag by Grzegorz Skrukwa from August of this year, crude looking but perhaps accurate, is already on FOTW as one of several proposed designs for a Polish merchant ensign. The flag was white with a red lozenge bearing an white eagle.

Proposals discussed on conference under chairmanship of Vice-Admiral Kazimierz Porebski in  Naval Section of Ministry of Military Affairs, 3 April 1919, and accepted as "flag of the Navy", two alternative variants.
Probably these flags were provided to be jacks. Ratio 1:1,5.
