Szczytno county is southeast of Olsztyn, the seat of Warminsko-Mazurskie
woiwodship.

Szczytno County (Polish: powiat szczycieński) is a unit of territorial
administration and local government (powiat) in Warmian-Masurian Voivodeship,
northern Poland.
It came into being on January 1, 1999, as a result of the Polish local
government reforms passed in 1998.
Its administrative seat and largest town is Szczytno, which lies 41
kilometres (25 mi) south-east of the regional capital Olsztyn.
Area: 1,933.1 sq.km (746.4 sq.mi); Population: 69,289 (2006)
The present-day population of the County is composed of the autochtones
- the Polish- speaking Masurians - and the people resettled from
the former Polish territories annexed by the Soviet Union after the war.
The Germans either ran away with the Wehrmacht or were expelled immediately
after the war, but few remained to this day.
The flag of the County was adopted in October 2002.
The information about it is very scarce.
The "statut" (undated) states laconically that "the County has the
Arms and the flag as shown in the addendums 1 & 2", but the addendums
are not provided on the net.
I managed to find an article in the local weekly "Kurek Mazurski",
dated April 23, 2009, which shows and describes the County's flag and,
additionally, shows the flag of the commune of Jedwabno along with the
announcement informing about the competition for the flag of the commune

Coat of Arms of the Szczytno County is a Spanish-style heraldic shield divided
diagonally by the slanted, ascending line into two fields. First field
features two green pine trees on green grass. In the foreground there is
a jumping Red Deer (Cervus elaphus) facing to the right.
On the second, red field, there is an image of Virgin Mary with the
Baby Jesus.
Above the shield there is a ribbon with the legend "powiat szczycieński".
The Coat of Arms combines the elements from the Arms of the only two towns in
the County: Szczytno and Pasym.
The flag is composed of three horizontal bands in the proportion 3:1:1.
The upper band is blue, the middle one - white, and the lower one -
red.
On the blue band there are the Arms of the County.
