This city of 39,887 inhabitants was founded in 1779. The
explanation of the flag is a bit long, so here is a short digest.
It refers to the royal Navarran lineage of the Ramírez
[Rami'rez] de Arellano family, the French colours of Liberty,
Equality and Fraternity (transmitted through Santo Domingo and an
eminent son of the city, don Ramón [Ramo'n] Emeterio Betances),
those same colours which were hoisted elsewhere in Puerto-Rico as
a symbol of liberty for former slaves, in Mayagüez
[Mayagu"ez] and Lares. The point (red triangle) symbolizes
the Cape ["Cabo"] and the colour of the vio Colón
[Colo'n], the shape retaining its heraldic symbolism of
rectitude. The blue and white refer to the surrounding sea, the
old ports and inlets, exploits from maritime wars, pirates,
fishing, merchant ships.
Thanh-Tâm Le, 13 January 1999
The top flag is based on pueblos-de-puertorico.com site (Not
available at the moment). On lexjuris
site there is the comment "La bandera de Cabo Rojo
deriva sus colores y el mismo simbolismo del escudo de su
pueblo" - (the flag is derived from the Coat
of Arms) -the Coat of Arms has the triangle based on the
bottom and the point not reaching the top. Cabo Rojo is in
Mayaguez district, southwest Puerto Rico
Jarig Bakker, 26 January 2000
The comment says that flag, as well as its symbolism (i.e. its
meaning) comes from the Coat of Arms.
Nicolas Rucks , 26 January 2000
Cabo Rojo - The flag derives its design, colors and symbolism
from the municipal Coat of Arms.

The main colors of the shield - blue, red and silver - refer
to the fundamental aspects of the life of two eminent caborrojeños;
Don Nicolás Ramírez de Arellano and Dr. Ramón Emeterio
Betances. These three colors are latent as much in the coat of
arms of the Ramírez de Arellano lineage as in the symbols of the
ideals of Betances. They constituted in the second instance, the
chromatic representation of the principles of freedom, applied by
Betances to all human beings. The point or red triangle
symbolizes the "cabo bermejo" (cape bermejo) in Los
Morillos. The blue and white, with the anchors, represent the sea
that bathes our coasts. The flaming sword, is an attribute to San
Miguel de Arcángel, patron of the town. Finally, the crown,
which heightens and distinguishes the shield, stands for the
status of municipality.

The Municipality of Cabo Rojo has 9 barrios (neighborhoods) and 4 poblados
(settlements). Now they all have their own symbols - coat of arms and flags.
Some of them had their own symbols before 2021, but now most of them are
changed.
