The arms are Argent divided by a fess Azure wavy, in central chief a cross Gules fleury fitchy flanked by two millstones Sable, in base another millstone Sable. Mural crown with three visible towers (village rank) and white scroll reading "RIO DE MOINHOS - BORBA" in black upper case letters.
Meaning:
The fess wavy and the millstones are canting elements, because the name of the village means "river of (water)mills". (The strange thing is that there is no river, not even a creek on the nowadays territory of Rio de Moinhos.). The cross, a St. James sword-cross, is alluding to the Order of santiago.
