It is a typical Portuguese communal flag, with the coat of arms centred on a plain white field (village rank).

The arms are Sable a bull's head caboshed Argent emphasized Sable and fimbriated Gules (!) between three dolmens set 2+1 in the base, in chief a Latin cross diminute Or. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case letters "SÃO SATURNINO - FRONTEIRA".
Meaning:
he arms are partly canting as the bull (and the cross?) refers to Saint Saturnin of Toulouse, which is both patron and toponym of the commune, while the three dolmens stand (I guess) for some local Stone Age megalithic monuments.

São Saturnino Commune is one of the three communes of the Fronteira Municipality (q.v.). The commune had 339 inhabitants in 2001 and covers 41,34 km².
